Peking, March 26, 1909. WITH reference to your telegram No. 52 of the 25th March, I have the honour to report that, as yet, I have not been approached by Chang on the subject of Samuel and Son,
The agent for the firm informed me yesterday that his principals desired to make an offer for the Hankow-Canton Railway loan, and suggested that letter of recom- mendation to Chang would be of assistance. My reply was that I should be pleased to assure his Excellency of the reliability of the firm, if questioned by him, but that I was unable to support Samuels in competing for this particular loan.
